General characteristics of the field of study and the assumed concept of education:
The curriculum of the three-year Bachelor's degree programme is strongly oriented towards the functioning of public administration. Its aim is to educate a cadre of modern administration specialists corresponding to the needs of administrative services and other units and organisational entities, including the private sector. The study programme combines elements of knowledge with specific professional skills in the field of administration.In the course of study, students will acquire advanced knowledge in the activities of both national, EU and international administration (above all the origins and structure of administration, administrative law and proceedings, the functioning of local self-government, the principles of labour law and civil servant law, the organisation and functioning of economic administration, applied financial procedures or international organisations). They will also acquire the necessary knowledge of the latest legal regulations in the field of e-government, information technology as well as tools and methods for data acquisition. Studying administration of the first degree will allow students to acquire skills in defining the competences of authorities and their jurisdiction, constructing pleadings in administrative matters, solving professional dilemmas and practical problems related to the application of the provisions of law and administrative procedure. The student will also gain competences related to the readiness for responsible performance of professional roles, active participation in public life, observance of professional ethics, and critical evaluation of acquired knowledge. The concept and objectives of the Administration programme are based on the idea of imparting knowledge, as well as skills and competences, enabling students to prepare for employment in administration.
Graduation requirements:
The condition for admission to the diploma examination is to achieve the learning outcomes provided for in the study program, to obtain a certificate of an appropriate level of language proficiency in a foreign language and to obtain positive grades for the diploma dissertation. The condition for graduation is to pass the diploma examination with at least a satisfactory result. A graduate receives a higher education diploma confirming obtaining the qualifications of the appropriate degree. Detailed rules of the diploma process and the requirements for the diploma thesis are set out in the Rules and Regulations of Studies at the University of Silesia and the diploma regulations.
Internships (hours and conditions):
Internships are an integral part of the study program, carried out by students in individual fields, levels, profiles and forms of study. Internships are to help in confronting the knowledge acquired during studies with the requirements of the labour market, acquiring skills useful in the profession, learning about practical issues related to working in positions for which the student is prepared during the course of studies. The internship is to familiarize the student with professional language relevant to a specific industry and work culture. The rules for the organization of internships are set out in the Rector's ordinance. Detailed rules of apprenticeship taking into account the specifics of particular fields of study are set out in the field's of study apprenticeship regulations, in particular: learning outcomes assumed to be achieved by the student during the apprenticeship, framework apprenticeship program including a description of issues, dimension of apprenticeship (number of weeks of practice); form of internship (continuous, mid-year), criteria for choosing the place of internship, obligations of the student staying in the internship, obligations of the academic tutor, conditions for completing the internship by the student and conditions for exemption from the internship obligation in whole or in part. The number of ECTS and the number of hours are specified in the course structure.
Information on the relationship between the studies and the university's strategy as well as the socio-economic needs that determine the conduct of studies and the compliance of learning outcomes with these needs:
The concept, as well as the curriculum for the degree programme in administration, was developed based on consultations with external stakeholders. This was done using the potential of members of the Expert Council - a consultative and advisory body of the Dean of the Faculty of Arts and Sciences, consisting of representatives of key external stakeholders - government and local government administration bodies, the judiciary, non-governmental organisations and business entities. Internal stakeholders - academic teachers and representatives of the WPiA student government - were also involved in the work on the new programmes. Taking into account the expectations of external and internal stakeholders, the first degree programme includes all the administrative and legal modules that are most important from the point of view of the profile of an administrator. Particular emphasis was placed on the thematic linking of the modules taught in individual semesters (complementary content e.g. finance and financial law, public economic law and elements of public procurement). In addition, a new concept of elective modules has been introduced, which complement the learning process with knowledge, as well as skills and competences, primarily in the fields of, digitisation, network activities or soft competences.The programme of studies at the Faculty of Administration is closely linked on the one hand to the scientific activities conducted at the Faculty, and on the other hand to the practical experience of the staff. At this point, it should be emphasised that the employees of the Faculty of Law and Administration in the vast majority of cases are freelance lawyers, are entrepreneurs or cooperate with them, and work in administrative bodies.
