Purpose and description of the content of education:
The module is designed to familiarize students with the fundamental values and constitutional principles that shape the functioning of public administration. It covers the following issues: analysis of the constitutional foundations of the public administration system, including the principles: democratic state of law, decentralization of public power, subsidiarity and social dialogue, discussion of constitutional freedoms and rights of the individual in relations with public administration, such as the right to good administration, protection of personal data or access to public information, presentation of constitutional standards for the operation of administration, with particular emphasis on the principles: rule of law, impartiality, proportionality, citizens' trust in the state and the established law, analysis of constitutional guarantees of judicial independence and independence of administrative courts in the control of public administration activities, and discussion of the role of the Constitutional Court and the Ombudsman in shaping constitutional standards of administrative functioning.
